- Pour the cold water into a small bowl and sprinkle the gelatin powder evenly over the top. Let it sit for 5-10 minutes to bloom until it becomes jelly-like.
- In a medium saucepan, combine the heavy cream, whole milk, and granulated sugar. Add the Earl Grey tea bags or loose-leaf tea.
- Place the saucepan over medium-low heat and bring to a gentle simmer, stirring occasionally. Do not boil. Remove from heat once small bubbles form at the edges.
- Cover the saucepan and let the tea steep for 15-20 minutes to infuse the cream with flavor.
- Remove tea bags or strain the cream through a fine-mesh sieve. Return the cream to the saucepan. Add the bloomed gelatin and whisk until it is completely dissolved.
- Stir in the vanilla extract and salt. Pour the mixture into six 4-ounce ramekins. Refrigerate for at least 4 hours, or overnight, until fully set.
