- Preheat oven to 375°F (190°C). Grease and line a 9x13 inch baking pan with parchment paper, leaving an overhang on the sides. In a medium bowl, whisk together the flour, baking powder, cornstarch, and salt. Set aside.
- In a large bowl with an electric mixer, beat the softened butter and granulated sugar on medium-high speed for 2-3 minutes until light and fluffy.
- Add the egg and vanilla extract and beat until just combined.
- With the mixer on low, gradually add the dry ingredient mixture and mix until just combined. Do not overmix.
- Press the thick dough evenly into the prepared pan. Bake for 18-22 minutes, or until the edges are lightly golden and a toothpick inserted into the center comes out clean. Let the bars cool completely in the pan.
- To make the frosting, beat the softened butter in a large bowl until creamy. Gradually add the powdered sugar and mix on low speed. Increase to medium-high and beat for 2-3 minutes until smooth. Mix in the vanilla and 2 tablespoons of cream. Add more cream as needed to reach a spreadable consistency.
- Spread the frosting over the completely cooled bars. Top with sprinkles. Allow the frosting to set for about 30 minutes before cutting and serving.
